Duterte Allies Break Impasse on Philippine House Leadership

(Bloomberg) — Philippine President Rodrigo Duterte’s allies in the House of Representatives broke an impasse on the chamber’s leadership Tuesday, ahead of a special session called to pass next year’s 4.5 trillion-peso ($93 billion) budget.

Congressman Alan Peter Cayetano on Facebook said he’s resigning as House Speaker, as the election of his challenger Lord Allan Velasco was formalized by 186 lawmakers. Duterte will meet the two lawmakers this afternoon to push for the approval of the 2021 budget, presidential spokesman Harry Roque said at a separate briefing.

The resolution of the House leadership row removes a hurdle in the passage of next year’s budget, which is seen to help boost the economy that Central Bank Governor Benjamin Diokno said may shrink more than expected this year by up to 9%.

Cayetano and Velasco entered into a term-sharing deal last year, where the latter will be speaker starting next month. The rivalry resurfaced last month when an ally of Velasco accused Cayetano of allocating more infrastructure funds to some lawmakers — an allegation he denied.

Ortwein completed a stellar round at the District 11 Class 2A golf championships with a 3-over-par 75 to beat Central Catholic’s Nathan Meyers by a shot for the gold medal.

The Crusader didn’t miss a putt inside of five feet until the last hole, when he knew he had two putts to win.

Ortwein’s round started by draining a birdie putt on the uphill, par-4 first hole. He birdied the par-5 ninth and 14th holes to straighten out his round.

Meyers had the lead until a double bogey on the par-3 16th, then finished bogey-bogey on a day when swirling, gusty winds made it difficult with club selection.

Ortwein, who parred the 17th to take the lead before securing the victory by matching Meyers’ 5 on the last hole, said experience allowed him to focus on the next shot.

“Being able to control your nerves and not let them get out of hand was good,” Ortwein said. “And having a lot of fun [playing]. We had a good group. Everyone was nice. That made it a lot easier

Central Pa. man who shot secret bathroom videos of 15-year-old girl denied break on prison term

A central Pennsylvania man who secretly shot nude bathroom videos of a teenage girl will be staying in prison after a state appeals court panel denied his appeal of his multiple child-sex convictions.

In an opinion by Senior Judge John L. Musmanno, the Superior Court rejected James A. Doll’s argument that police shouldn’t have been allowed to use the computer-based evidence they amassed against him.

Doll, 45, of Greencastle, claimed his computers were off-limits as evidence because his wife had no authority to give investigators permission to seize and search the devices for child pornography. He also insisted the search warrants police used to seize his computers weren’t sufficiently specific.

On those computers, police said they found child pornography, including videos Doll had secretly filmed of his accuser when she was 15.

Doll came under investigation in 2017 after the girl reported he had touched her inappropriately and had tried to coax her into watching pornography with him that involved “girls who appeared to be very young,” Musmanno noted.

Doll pleaded guilty to charges including possession of child porn, aggravated indecent assault of a minor, illegal intercept of communications and corruption of minors last October. A Franklin County judge sentenced him to 14 to 61 years in prison in December.

‘Nature was calling’ says Tottenham’s Dier after bathroom break

LONDON (Reuters) – An urgent trip to the bathroom for Tottenham Hotspur’s Eric Dier led to the surreal sight of the defender running off the pitch during Tuesday’s League Cup match against Chelsea — with coach Jose Mourinho chasing down the tunnel after him.

Spurs were trailing 1-0 with 15 minutes to go when Dier raced off the pitch and darted towards the dressing room, quickly followed by a furious Mourinho whose side were briefly down to 10 men in their fourth round home clash.

Mourinho soon returned to his dugout and Dier swiftly made it back onto the pitch, helping Tottenham find an equaliser from Erik Lamela which made it 1-1 to force a penalty shootout.

Spurs went on to win 5-4 on penalties, with Dier scoring their first spot kick.

“Jose wasn’t happy but there was nothing I could do about it, nature was calling,” explained Dier.

“I heard there was a chance (for Chelsea) while I was off the pitch but thankfully they didn’t score.”

Former Chelsea boss Mourinho defended his decision to race after Dier down the tunnel but praised the England international for his performance, which came two days after he played 90 minutes in the 1-1 Premier League draw with Newcastle United.

“He had to go, he had no chance,” Mourinho said of Dier’s mad dash for the bathroom.

“Maybe it is a normal thing when you are completely dehydrated which is the case, I had to put pressure on him to get back but he is a great example for everybody.”
